DIGITAL DIPLOMA AND DIGITAL TRANSFORMATION IN HIGHER EDUCATION: CRITICAL THEORETICAL ESSAY

Abstract

Digital transformation in Brazilian higher education advances through regulatory and technological initiatives that reshape academic, administrative, and cultural processes. Among these measures, the digital diploma stands out, regulated by Ministry of Education Ordinances No. 330/2018, 1,095/2018, and 554/2019, conceived as a native-digital document with full legal validity. The digital diploma aims to reduce costs, enhance document security, and prevent historical frauds, but also imposes cultural and technological adaptation challenges on Higher Education Institutions (HEIs). Objective: To critically analyze the digital diploma as an expression of digital transformation in Brazilian higher education, discussing its potentials and limitations from the perspective of organizational culture, academic governance, and ethical implications, in dialogue with recent experiences of incorporating Artificial Intelligence (AI) in higher education. Methodology: This is a theoretical-critical essay, based on documentary analysis of MEC ordinances, a narrative review of national and international literature on digital diplomas, digital transformation, and institutional culture, and the incorporation of recent studies on AI in higher education. The discussion was structured into thematic categories: regulation and governance, efficiency and sustainability, organizational culture, and ethical challenges. Conclusion: The digital diploma represents a significant innovation, but its effectiveness depends on ethical governance policies, investment in infrastructure, and institutional cultural changes. Similar to AI, the digital diploma shares dilemmas related to equity of access, cultural resistance, and risks of commodification, indicating that digital transformation in higher education must be understood as a multifaceted process that articulates technology, culture, regulation, and humanistic values.
