REDE DE PROTEÇÃO DE MULHERES EM SITUAÇÃO DE VIOLÊNCIA DOMÉSTICA NO AMAZONAS: ELEVAÇÃO DA RONDA MARIA DA PENHA A CATEGORIA DE BATALHÃO

Abstract

Domestic violence against women remains a structural problem in Brazil, with direct impacts on public security and on the effectiveness of fundamental rights. In the State of Amazonas, this phenomenon presents specific characteristics due to the vast territorial extension, logistical constraints, and socioeconomic inequalities, factors that increase women’s vulnerability and hinder continuous access to protection services. In this context, the Military Police of Amazonas plays a central role, particularly through the Maria da Penha Patrol, an initiative that has produced relevant results while also revealing structural and operational limitations.

This article aims to analyze the proposal to elevate the Maria da Penha Patrol Company of the Military Police of Amazonas to the status of a Battalion as a strategy to strengthen community policing and the protection network for women in situations of domestic violence. The study seeks to demonstrate that the creation of a specialized unit with greater administrative and operational autonomy constitutes an institutional response compatible with the complexity of the existing demand in the state.

The research adopts a qualitative approach of a descriptive and analytical nature, based on documentary and bibliographic review. Reports and statistical yearbooks from official agencies, constitutional and infra-constitutional norms, public security plans, and academic studies on gender-based violence, community policing, and citizen security were analyzed, enabling the articulation between theory, legal framework, and institutional practice.

It is concluded that elevation to the status of a Battalion strengthens policies to combat violence against women as a permanent State action, expands the response capacity of the Military Police, and contributes to the effectiveness of the Maria da Penha Law, adapting it to the social and territorial specificities of the State of Amazonas
