Abstract

Despite efforts to combat organized crime in Amazonas, overcoming the State’s geographical, regional, and structural challenges remains difficult. Amazonas has become a strategic arena for criminal organizations, posing significant challenges to public security. This study examines the intrinsic and systemic relationship between chronic mass incarceration and the consolidation of criminal factions. It analyzes how prison overcrowding in Amazonas catalyzed the territorial expansion and control of these factions, highlighting state response challenges and contextualizing the phenomenon to justify the study’s relevance. The research is qualitative and exploratory, based on a critical literature review and analysis of official data from scientific articles and books. Results show that mass incarceration and state control failures have transformed the prison system into a recruitment ground and parallel power space. Additionally, the persistence of detainees held in police station cells in interior regions exacerbates vulnerabilities, acting as vectors for faction expansion. These factors hinder the effective implementation of public policies against organized crime in Amazonas, demanding integrated actions and federal resource support. The study concludes that confronting this issue requires a multidimensional approach that goes beyond repression, incorporating social policies for vulnerable populations and an urgent reform of the state penitentiary police.
