A GESTÃO NO PLANO ESTADUAL DECENAL DE ATENDIMENTO SOCIOEDUCATIVO DO ESTADO DO AMAZONAS (2015-2024)

A TIMIDEZ COMO EIXO DIRETIVO NA SEGURANÇA PÚBLICA

Abstract

This article analyzes management as the basis for organization and rationalization within the scope of public security policies, with an emphasis on the Brazilian socio-educational system and, in particular, in the state of Amazonas. Initially, the article presents the historical evolution of management, from the classical concepts of Taylor, Fayol, and Weber to contemporary approaches that incorporate social, pedagogical, and strategic dimensions. It then discusses public management in contrast to private management, highlighting its connection to the collective interest, constitutional principles, and democratic governance. The text delves deeper into the analysis of public policy management as a dynamic process of planning, implementation, monitoring, and evaluation, in line with the perspectives of authors such as Secchi, Souza, and Piovesan. In the socio-educational field, the article examines the role of the National Socio-Educational Service System (SINASE), the National Plan, and the Ten-Year State Plan of Amazonas, emphasizing intersectoral and interinstitutional cooperation, financing, and the challenges of coordination and evaluation. Methodologically, the study adopts a qualitative, exploratory, and descriptive approach, based on a literature review and document analysis, with a comparative focus on the National Plan and the Amazonas State Plan. The results indicate that the effectiveness of socio-educational policies depends on strengthening administrative capacity, consolidating governance instruments, and integrating accountability and the protection of the rights of adolescents in conflict with the law.
