COMPLEXO REGULADOR DE SAÚDE DO DISTRITO FEDERAL: UMA ANÁLISE QUANTO A EFETIVIDADE NA MARCAÇÃO DE PRIMEIRA CONSULTA EM PRÉ-NATAL DE ALTO RISCO VIA SISTEMA DE REGULAÇÃO (SISREG III) NO HOSPITAL REGIONAL DE TAGUATINGA NO ANO DE 2023

Introduction: Health as a right for all and a duty of the State is a landmark established by the
1988 Constitution. To ensure healthcare assistance through networked services, the Health
Regulation Complex of the Federal District was created in 2017, operating mainly through the
Health Regulation System (SISREG III). Reinforcing the concept of referral and counter-referral
among different levels of care, pregnancy—usually considered a physiological event—may, in
selected situations, require specialized follow-up, known as High-Risk Prenatal Care (HRPC).
Objective: To analyze the effectiveness of scheduling the first High-Risk Prenatal consultation
by the Health Regulation Complex of the Federal District via the Regulation System (SISREG
III) at the Regional Hospital of Taguatinga in 2023. Methodology: This is a retrospective
time-series cohort study developed through the analysis of the outpatient clinic schedule
specifically for first HRPC consultations. The number of patients who attended the
consultation and those who did not was assessed. The waiting time between registration in
the Regulation System (SISREG III) and the date of the first consultation was also quantified.
Results: There was a delay in the waiting period between the regulation date and the
consultation date in most cases that justified referral to HRPC. Conclusion: The Federal
District needs to expand access to High-Risk Prenatal Care to ensure that pregnant women
receive better access to public health services.
