A CHANGE IN THINKING ABOUT SUSTAINABLE DEVELOPMENT IN THE EUROPEAN UNION

This research aims to understand the ESG system and its practices linked to the European Union Action Plan. Thus, it intends to answer the following question: how do public managers fit into this new ESG organizational system and how does compliance influence this practice? To this end, it will be necessary to discuss the concept of ESG in the global financial system and how its practices develop in the European Union, as a first step to delimit the premise of fundamentals. Therefore, the methodology used is analytical description, with the aim of understanding what the real parameters of ESG delimitation are and its advances at a global level. In an attempt to achieve the proposed objective, we will seek to minimally delimit the paradigms that guide ESG practice, namely: i) presentation of tax compliance in the ESG system; ii) exposure of International Green VAT Funds related to ESG practices; and iii) the import of environmental sustainability.
